City of Salisbury Releases Comprehensive Fair Housing Guides for Homeowners, Landlords, and Renters

PRESS RELEASE (2)
Salisbury, MD — The City of Salisbury’s Housing and Community Development Department (HCDD) today announced the release of three updated Fair Housing Guides designed to support residents, property owners, and renters in understanding their rights, responsibilities, and resources within the City of Salisbury.
The Homeowner’s Guide, Landlord’s Guide, and Renter’s Guide provide clear, accessible information on local, state, and federal regulations; code compliance requirements; safety standards; and available support programs. These guides reflect the City’s continued commitment to ensuring safe, equitable, and well‑maintained housing for all who call Salisbury home.
“Housing stability and fair access are critical to strong neighborhoods,” said Mayor Randy Taylor. “These guides are practical tools that educate residents, property owners and renters with the information they need to navigate Salisbury’s housing standards, understand the process and maintain safe and healthy living environments.”
Highlights of the Updated Fair Housing Guides Include:
  • Homeowner’s Guide – Provides an overview of municipal code requirements, common property maintenance violations, and available Maryland loan and grant programs to support home repairs and safety improvements.
  • Landlord’s Guide – Outlines the rental registration process, licensing requirements, inspection standards, and code compliance expectations for property owners and managers. It also details occupancy regulations, lead certification requirements, and steps for maintaining compliant, habitable rental properties.
  • Renter’s Guide – Educates tenants about fair housing protections, local and state rental laws, lease considerations, renters’ insurance, mold prevention, and steps toward future homeownership. The guide also explains the City’s inspection process and what renters should do if they receive compliance notices.
Each guide also features contact information for City departments, community partners, and state agencies that work collaboratively to ensure safe and fair housing in Salisbury.
“These resources were created to make complex regulations easier to understand and to strengthen the relationship between the City, residents, landlords, and tenants,” said Muir Boda, Director of Housing and Community Development. “Whether you’re maintaining a home, managing rental properties, or seeking a place to live, the City is committed to supporting you.”
