A Message from the Office of the Comptroller: Upcoming Changes to Maryland Taxes

Dear Valued Stakeholders and Industry Leaders,

During the 2025 legislative session, the Maryland General Assembly passed the Budget Reconciliation and Financing Act (BRFA), which made several changes to Maryland’s tax laws beginning in the 2025 tax year and beyond. I wanted you to hear directly that we at the Office of the Comptroller are here to help you navigate what’s ahead.

While implementing legislative changes is a routine responsibility for our agency, we’re taking extra steps to ensure this rollout is smooth, clear, and coordinated.

What to expect:

  • Resources for you and your membersA new page on our website will be a hub for information, including Q&As, tax alerts, technical bulletins, and filing guidance.
  • Updated tax guidance: We’ll soon publish details about the tax law changes, including the updated information technology services tax, which will be available on that website and shared in future messages.
  • Filing access: Business owners can use mdtaxconnect.gov to file and pay relevant taxes. If you don’t yet have an account, now’s a good time to create one and explore available user guides and online tutorials, view previously recorded webinars, and view our FAQs.
  • Webinars: I’m excited to share that our agency will host several webinars during the last week of May to ensure you and your members can hear about how these tax law changes will impact Maryland businesses. We hope you can share the links below to register with your membership and ensure they know about these upcoming opportunities. Please note that we will be posting these webinars to our 2025 Tax Changes website and will be sharing the webinars on our YouTube page to ensure those unable to make one of the webinars can still access the information.
