House Holds Hearing Today on Education Proposal
“Last year, we introduced record funding for school construction legislation, but the legislature failed to support it. We are pleased that they now seem to agree with us on the need to provide local school systems, and most importantly our students, with the healthy, efficient, heated, air conditioned, modern school buildings that they deserve. We look forward to working with the legislature to get this historic investment in our schools passed.” -Governor Hogan |

Governor Hogan announces his proposal for record school construction funding, but the General Assembly fails to enact it. “Maryland Gov. Larry Hogan is proposing what he says is the biggest increase in school construction in Maryland history. With Prince George’s County Executive Angela Alsobrooks at his side and unionized construction workers in the audience, the governor unveiled his proposal in a visit to Highland Park Elementary School in Landover. ‘I happen to believe, very strongly, that every single child in our state deserves access to a world class education, regardless of what neighborhood they happen to grow up in,’ Hogan said.” (Dick Uliano, “Md. Gov. Hogan proposes largest school construction funds in state history,” WTOP, 12/11/18)

Maryland lawmakers announce that they will embrace the governor’s school construction plan. “Republican Gov. Larry Hogan, in a statement, touted his own school construction plan, which had many similarities to the Democrats’ plan but did not advance in the 2019 session. … ‘Now that our legislators are finally making school construction a priority, I certainly look forward to working with them to get it done,’ said Hogan, adding that he intends to reintroduce a version of his plan in 2020.” (Pamela Wood, “Maryland’s Democratic lawmakers to push significant funds for school construction, as well as instruction,” Baltimore Sun, 11/6/19)

For the 2020 legislative session, Governor Hogan re-introduces his proposal for the largest school construction initiative in state history. To build on his administration’s historic investment in education, Governor Hogan has introduced the Building Opportunity Act of 2020, which will provide $3.9 billion in school construction funding over the next five years. This is the largest school construction initiative in state history. It is expected to create more than 27,000 new jobs and fulfill every single funding request submitted by local school systems.
