
Salisbury, MD — The City of Salisbury is pleased to announce the appointment of Austin “Skip” Cox as Assistant City Administrator and Jordan Ray as Acting Communications Director, further strengthening the City’s leadership team with experienced professionals in operations, development, and communications.
Cox brings more than 35 years of experience in construction, real estate, and project management. Throughout his career, he has successfully overseen large-scale commercial developments, managed multimillion-dollar budgets, and led complex projects from planning through completion. In his recent role as Senior Property and Project Manager with Brownmarsh LLC, Cox directed the management of more than 2 million square feet of commercial real estate across multiple states while leading capital improvement projects and strategic facility upgrades. He has also supported project planning and development efforts for the City of Salisbury, bringing valuable institutional knowledge to his new role.
Mayor Randy Taylor spoke on Cox’s appointment, stating, “Austin ‘Skip’ Cox is a well-known and highly experienced contractor and developer. He brings next-level expertise in navigating both infrastructure and development projects. Our administration is extremely fortunate to have secured his skills and abilities as we advance both public and private initiatives. I look forward to his continued contributions and the tremendous value he brings to the Mayor’s Office.”
Ray, who will serve as Acting Communications Director, most recently worked in the Mayor’s Office as Media Specialist. In this role, Ray has played a key part in shaping the City’s public image through strategic communications, digital media, and community engagement initiatives. He has led the development of marketing materials, managed social media platforms, produced video content, and supported major City events and announcements. Ray also brings entrepreneurial experience as the founder of a media production company, along with a strong background in marketing, business development, and community engagement.

I fully expect him to excel in this leadership role, as he has in the past, and I look forward to seeing him demonstrate that he is ready to lead.”
