
Salisbury, MD – Today, July 8th, 2025, marks a momentous occasion for the Life Crisis Center (LCC) as they broke ground on their new addition to their facility, made possible by the FY25 Capital Block Grant and generous community support. The ceremony, held in Wicomico County, celebrated the culmination of years of planning and dedication to expanding LCC services for survivors of violence, abuse and trauma across Wicomico, Worcester and Somerset Counties.
The groundbreaking event was attended by a large group of supporters, including Life Crisis Center staff, Harper and Sons Construction, GMB Architects and Engineers, local elected officials, partner agencies, and community members. Their presence underscores the collaborative effort that has driven this project forward and this organization’s success.
Jamie Manning, Executive Director of Life Crisis Center, expressed gratitude to everyone involved: “Today, we celebrate not just the start of construction, but the realization of a vision that began years ago. Thanks to the unwavering support of our community and the diligent efforts of our team, we secured the FY25 Capital Block Grant, covering 90% of the construction costs. Manning noted that the center was able to raise the 10% match required for this grant for building expenses. “However, we still need additional donations to cover operating expenses, furnishing expenses, and items to outfit our play therapy and wellness room as the grant does not extend to these critical needs.”
The journey to this groundbreaking moment has been marked by milestones and challenges. “From inquiry into the grant in 2021 to the grant application in April 2023 and its approval in July 2024, every step has brought us closer to this day,” Manning reflected. “This new facility represents more than just bricks and mortar—it signifies hope, safety, and healing for survivors of violence and trauma in our community.”
Key speakers at the event included Jamie Manning, Executive Director; Tara Blaine, Board President; Jen Dail, Clinical Director; Christina Feehan, Legal Director; and Maryland State Senator Mary Beth Carozza, whose support was instrumental throughout the process.
During the ceremony, Clinical Director Jen Dail reflected on the organization’s nearly five decades of service.
“As we approach our 50th year, we remember how far we’ve come—from landline beginnings to services that are a regional lifeline. This building represents the next chapter in that legacy in our strong community partnerships that began with volunteers.”
Legal Director Christina Feehan spoke about the potential of the expansion, sharing that her team has already provided legal services to 405 individuals so far this year.
“Imagine what we can do with more space, being able to all be together for the victims and walking right down the hall to collaborate our services for survivors.”
Board President Tara Blaine and Senator Mary Beth Carozza brought the heart. They emphasized what the Life Crisis Center team does every day for the constituents and the importance of partnership in making it possible.
As construction commences, the Life Crisis Center looks forward to expanding its capacity to provide essential services. “We are building more than a structure,” Manning emphasized. “We are building possibility, dignity, and healing for years to come.”
