Maryland VSBE & SBR Programs Certification Workshop Series

SBR certification workshop series

This event is a Certifications Workshop for both the Small Business Reserve (SBR) Program, and our Veteran-Owned Small Business Enterprise (VSBE) Program. Vendors interested in getting certified or re-certified in either/both SBR or VSBE must bring and be ready to produce the following:

– Your own laptop is required to complete this process
– Have Chrome Internet
– Tax ID # (EIN)
– Be familiar with your UNSPSC Codes for your profile in eMaryland Marketplace Advantage (eMMA)
– VSBE – electronic copy of your DD214
– SBR – Bring or have electronic access to your business’ last 3 years of gross sales (per tax returns – currently your 2023, 2022, and 2021) & number of employees

NOTE: To get your VSBE or SBR Certification you must be registered in eMaryland Marketplace Advantage (eMMA – emma.maryland.gov), the state of Maryland’s electronic “Bid Board”. If you need to register, you can review the vendor registration process through this Quick Reference Guide.

Basic Eligibility Requirements – You can click on each program below to review them fully:

– Represent 51% ownership
– Meet size standard as stated by United States Small Business Administration in 13 C.F.R. 121.201
– Must be a Veteran(s)
– Complete the 3-step certification process:
a) eMMA Registration
b) Veteran Verification (State or Federal)
c) Application
SBR Program:
– Independently owned and operated
– For-profit business
– Not a broker
– Not a subsidiary
– Not “dominant” in your industry nationally (too big)
– Meet “either” employee or fiscal thresholds

doing business in the state contracting arena as a prime
contractor or subcontractor.

  • A brief overview of each program will be presented
