Maryland Association of Chamber of Commerce Executives Names Paul Frey 2025 Chamber Executive of the Year
Annapolis, MD – The Maryland Association of Chamber of Commerce Executives (MACCE) is proud to announce Paul Frey, President and CEO of the Washington County Chamber of Commerce, as the 2025 Chamber Executive of the Year. This prestigious honor recognizes Frey’s outstanding leadership, innovative vision, and sustained commitment to community and economic development across Maryland.
With over a decade of exemplary service in his current role, Paul Frey has consistently demonstrated what it means to be a transformative leader. Since joining the Washington County Chamber in 2014, he has led strategic initiatives that have strengthened the region’s business climate. Under his leadership, the Chamber helped secure over $10 million in state investments through the Washington County Community Coalition, championed workforce development via the county-wide OnTrack initiative, and launched GenNext, a dynamic program nurturing the next generation of business and civic leaders.
“Paul Frey embodies the qualities we value most in our profession: vision, integrity, collaboration, and a tireless drive to uplift businesses and communities,” said MACCE President Marji Graf. “His work has not only elevated Washington County but has also served as a model for chambers across the state.”
Frey’s career spans more than 40 years of progressive leadership, including roles as Acting President of the Frederick County Chamber of Commerce and founder of Clear Path Organization Consulting. In every role, he has been praised for his entrepreneurial spirit, innovative problem-solving, and servant leadership. From reinvigorating membership programs to guiding businesses through critical transitions, Frey’s legacy is defined by results and impact.
Beyond the boardroom, Frey’s commitment to service is evident in his work with Horizon Goodwill Industries, the American Red Cross, Rotary International, and countless other civic and nonprofit boards. He is also a graduate of Leadership Maryland and Leadership Frederick County and holds an IOM designation from the U.S. Chamber of Commerce Institute for Organization Management.
Frey currently shares his expertise as an adjunct professor at Mount Saint Mary’s University, where he teaches Business and Community Ethics to the next generation of business professionals.
The award was formally presented at MACCE’s April 25 meeting in Hagerstown, Maryland.
