Davis, Bowen & Friedel, Inc. (DBF) is pleased to announce that Christopher N. Sylvester, P.E., has recently attained licensure as a Professional Engineer (P.E.) from the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists. Sylvester successfully completed the National Council of Examiners for Engineering and Surveying (NCEES) examination which provides evidence of his ability to competently practice as a Traffic Engineer. As a condition of licensure, the State of Pennsylvania requires evidence of at least eight years of progressive experience in engineering work, along with applicable knowledge, skill, and education.
A graduate of the University of Delaware and former Delaware Department of Transportation (DelDOT) employee, Sylvester’s work emphasis has been on scoping and conducting Traffic Engineering Studies to review and evaluate the functional and safety aspects of existing conditions, evaluate alternative solutions, and propose recommended improvements for consideration and implementation. His previous responsibilities included participation in the DelDOT Planning Development Coordination scoping and review process of Traffic Impact Study/Traffic Operational Analysis submittals, Traffic Signal Justifications Studies, and review of subdivision entrance plans. He has also contributed to the development of the 2012 Delaware Traffic Calming Design Manual, acted as DelDOT’s Resource Person for the AASHTO U.S. Route Numbering Database, and served on the 2015 Walkable Bikeable Delaware Summit Planning Committee.
As a member of the DBF team in Milford, Delaware, Sylvester has participated in regional travel time studies, assisted in a corridor-wide study in which a road diet and roundabouts were considered and analyzed, and he has completed traffic engineering studies and analyses, including work on TIS and TOA submittals.

Now licensed in Pennsylvania, Sylvester has begun the process of transferring his Professional Engineer licensure to both Delaware and Maryland.
