Governor Moore Celebrates Passage of Entire 2026 Legislative Agenda, Delivering on Commitment to Protect Marylanders, Lower Costs, and Drive Economic Growth

Annapolis, MD — Following the adjournment of the 2026 Legislative Session, Governor Wes Moore celebrated the successful passage of his entire legislative agenda. The passage of the Moore-Miller Administration’s agenda represents a major victory for Marylanders made possible through partnership with members of the Maryland General Assembly, who worked closely to advance three foundational goals: protecting our people, making Maryland more affordable, and increasing the state’s economic competitiveness.
“This session we faced extraordinary pressures, but together with the Maryland General Assembly, we delivered real results for the people of Maryland,” said Gov. Moore. “From protecting our people against price hikes to boosting our state’s economic competitiveness, the passage of our entire legislative agenda is a testament to what is possible in partnership with our legislative leaders. The Moore-Miller Administration’s enacted legislation agenda includes the following:
The DECADE Act delivers a comprehensive economic development plan designed to make Maryland more business-friendly and position the state as a leader in industries of the future. The legislation extends and modernizes the Build Our Future Grant Program by providing matching grants of up to $2 million to support construction of innovative infrastructure in high-growth industries, revitalizes the Regional Institution Strategic Enterprise (RISE) Zone program—which leverages higher education and federal facility assets to attract businesses and create jobs—and provides long-term tax credit certainty for businesses engaging in research, development, and security-related contract work. By removing barriers to investment and aligning economic tools for maximum impact, this legislation directly advances the governor’s goal of increasing Maryland’s economic competitiveness.
The Maryland Transit & Housing Opportunity Act leverages at least 300 acres of station-adjacent land, enabling the production of more than 7,000 new housing units and unlocking nearly $1.4 billion in state and local tax revenue. The bill prioritizes state investments in high-capacity rail corridors to advance transit-oriented developments—proposing targeted zoning reforms around high-density rail stations and extending robust financial incentives to spur expedited development. The legislation also extends financial incentives, including designating certain transit-oriented developments as Enterprise Zones and prioritizing MEDCO financing loan program projects for transit-oriented developments. By expanding affordable housing options that allow Marylanders to live, work, and travel within their own communities, the legislation advances the governor’s core goal of increasing Maryland’s economic competitiveness.
The Protection from Predatory Pricing Act responds directly to the retail industry’s increasing use of electronic shelf labels, which allow grocery prices to be changed instantly and drive up the cost of basic household goods. To protect Marylanders from data-driven price hikes, the legislation requires grocery stores to keep prices fixed for at least one business day and prohibits the use of surveillance data to set individualized prices. The vital protection, which will be enforced by the Office of the Attorney General, aligns with the governor’s agenda to protect Marylanders from rising prices and make Maryland more affordable for working families.
The Vax Act ensures that the state’s health policies remain grounded in sound science rather than shifting political headwinds. The bill empowers the secretary of the Maryland Department of Health to rely on clinical guidance from independent medical organizations to make official recommendations on immunizations, screenings, and preventative services. By maintaining insurance coverage for critical immunizations and keeping infants and children safe from avoidable illnesses, this legislation advances the governor’s goal of protecting our people.
